In our uncertain times, the imperative for comprehensive emergency preparedness has never been more critical. The United States faces an increasing frequency of hurricanes, wildfires, floods, and other emergencies, underscoring the vital need for both civilians and Emergency Management (EM) professionals to be well-equipped and trained. The Federal Emergency Management Agency, or FEMA, serves as our central force in addressing this demand, providing robust training programs designed to empower individuals and professionals alike. We take a look at the pressing necessity for heightened preparedness, exploring how FEMA's training initiatives serve as a linchpin in fortifying the nation's resilience against the unpredictable forces of disaster.

FEMA Training for Civilians & EM Pros

We have talked a lot about the Federal Emergency Management Agency here and how they are the most consequential organization for national preparedness, emergency planning, and overall emergency response in life-threatening emergencies. We haven’t discussed how much time and effort FEMA provides for emergency responders to stay up-to-date with training opportunities. A major part of FEMA’s disaster workforce mission is to ensure civilians (including other federal agencies) have the training necessary to do their jobs effectively.

Below are some examples of what FEMA offers, including:

  • Personal Safety, Active Violence, and Anti-Crime Training
  • "You Are the Help Until Help Arrives" training
  • National Fire Academy
  • Center for Domestic Preparedness
  • Organizations Preparing for Emergency Needs (OPEN)
  • The National Domestic Preparedness Consortium (NDPC)
  • FEMA Higher Education Program

Let's take a closer look at each program, as well as explore what Greenwood Aerospace provides for your facility.

Personal Safety, Active Violence, and Anti-Crime Training

Risk is all around us, all the time. Organizations in the workplace, like OSHA, have gone to great lengths to improve overall safety in the workplace. Unfortunately, active shooting events in the public and private sectors have become woven into the fabric of our everyday lives. While the statistical odds of this happening are still extremely low, it is part of our lives.

And shootings are not the only medium: violent people will use whatever means are at their disposal, like the fire attack on a nurse at Fort Leavenworth. These attacks are why domestic preparedness training is critical to the community. As the official FEMA website states:

You Are the Help Until Help Arrives

Life-threatening emergencies can happen fast, and emergency responders aren’t always nearby.

The "You Are the Help Until Help Arrives" training teaches people how to save a life by taking simple actions immediately.”

It’s true. In the occurrence mentioned above, an enlisted soldier in the area stopped the event and saved her life. Had he not stepped in, she would have almost certainly died.

From basic first aid to understanding evacuation procedures, participants gain hands-on knowledge and insights that can make a significant difference when immediate assistance is required. The emphasis on self-reliance and community support underscores FEMA's commitment to building a resilient society where every individual plays a vital role in safeguarding themselves and their communities.

FEMA offers coursework to teach domestic preparedness for civilians to be prepared in a wide range of topics, and really, they can deep dive as far as they’d like and be all the more prepared.

National Fire Academy

Firefighters are a core tenant of our national response framework. From volunteer organizations to major departments in our largest cities, firefighters are critical to emergency response, management, and first aid training. Firefighters must learn a broad swath of critical skills; as illustrated by 9/11, they are the prime responders for all mass consequence events. They are almost exclusively the first on the scene to put out fires, provide first aid, deal with hazardous materials, etc.

For instance, during the aftermath of Hurricane Katrina in 2005, the NFA played a crucial role in providing specialized training to firefighters and emergency personnel involved in the response and recovery efforts. With widespread devastation and complex challenges in the affected areas, the NFA's expertise became instrumental in equipping responders with the necessary skills to navigate the unique challenges posed by a post-hurricane environment. This exemplifies the NFA's commitment to ensuring that the nation's firefighters are not only well-prepared for routine emergencies but also equipped to tackle the extraordinary challenges posed by catastrophic events.

The National Fire Academy provides standardized training to get all first responders on the same page.

Center for Domestic Preparedness

The premier all-hands training organization for civilians, the CDP provides the responder community, including local tribal and territorial agencies, with training that is otherwise almost impossible.

There are three in-person options for training by the CDP:

  1. Resident training events in Anniston, Alabama.
  2. Non-resident training which is hosted in select state and local training centers
  3. Indirect training.

There is also a slew of web-based training options for CDP coursework, which include online courses, Virtual Instructor Led Training, and the CDP YouTube channel

Organizations Preparing for Emergency Needs (OPEN)

OPEN is a self-guided, web-based training and a downloadable instructor package teaching participants about recognizing hazards, seeking resources, and conducting preparedness measures. When community-based organizations, such as food pantries, daycares, and nonprofits, cannot continue operations during an emergency, the people who rely on them suffer greatly. OPEN is intended to empower these organizations to better prepare for incidents due to their importance in keeping the community running.

OPEN provides a ten-point training, where participants learn to:

  1. Identify the People You Serve: Recognize and understand the needs of the people your organization serves to ensure continued support during incidents.
  2. Understanding Risks: Comprehend and assess the risks faced by your organization, considering both likelihood and potential impact.
  3. Mitigate Risks: Explore various methods to mitigate risks, encompassing protection of physical and cyber infrastructure.
  4. Determine Essential Activities: Identify and prioritize essential activities that keep your organization operational, including wage payment and continuity planning.
  5. Consider the Supply Chain: Assess the supply chain, identifying crucial suppliers, and developing alternatives in case of disruptions.
  6. Safeguard Critical Information: Focus on securing networks, data storage, and creating redundancies for safeguarding critical information.
  7. Establish a Communications Plan: Devise a communication strategy to be implemented post-incident, ensuring effective communication with stakeholders.
  8. Cross-Train Key Individuals: Identify key individuals in your organization and create strategies for role backfilling.
  9. Formalize Plans: Document and formalize emergency plans, potentially designating an emergency manager and maintaining office emergency kits.
  10. Regularly Test and Update Plans: Test and update emergency plans through practice, providing opportunities to identify and address any gaps in processes.

The National Domestic Preparedness Consortium (NDPC)

The National Domestic Preparedness Consortium (NDPC) offers a wide range of training programs and courses that cover various emergency response topics, including hazardous materials, emergency medical services, and incident management. These programs are designed to equip emergency responders and other personnel with the necessary skills and knowledge to respond effectively to emergencies.

Now, the NDPC is not a FEMA organization; it is a partnership that FEMA is a part of. However, anyone in the community needs to know what training FEMA receivers and NDPC is part of organizations' emergency management training suite.

Some of the NDPC's training programs include:

  • Advanced Radiological Concepts (ARC): This program provides advanced knowledge and skills for professionals to effectively manage and respond to complex scenarios involving radiation.
  • Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE): Designed to address a spectrum of potential threats, this program equips responders with the expertise needed to handle incidents involving chemical, biological, radiological, nuclear, and explosive materials, ensuring a comprehensive and coordinated response.
  • Enhanced Response Force Package (CERFP) Training: Focused on optimizing the capabilities of specialized response teams, CERFP training prepares units to efficiently and collaboratively respond to incidents involving hazardous materials and unconventional threats.
  • Emergency Medical Operations for CBRNE Incidents (EMO): This program hones in on the medical aspects of CBRNE incidents, providing responders with the essential skills to deliver effective emergency medical care in scenarios involving chemical, biological, radiological, nuclear, and explosive materials.
  • Hazardous Materials Technician (HMT) Training: Targeting professionals tasked with handling hazardous materials, this training program ensures that technicians are proficient in the safe and efficient management of hazardous substances, mitigating risks and ensuring a swift response.
  • Incident Response to Terrorist Bombings (IRTB) Training: Focused on countering the specific challenges posed by terrorist bombings, this program equips responders with specialized skills to effectively manage incidents involving explosive devices, emphasizing prevention, response, and recovery.
  • Radiological Emergency Response Operations (RERO) Training: Centered on radiological emergencies, this training program prepares responders to navigate the unique challenges posed by incidents involving radioactive materials, ensuring a coordinated and effective response to protect public safety.

FEMA Higher Education Program

FEMA does offer a higher education programming option for industry professionals who have spent many years in the profession. This higher learning program aims to engage emergency management professionals to grow together and combine shared experiences. This will be the basis for future training, culminating in lessons learned in the field with a national focal point. Territorial emergency response professionals are assets that bring a different perspective to the table, considering the usual remoteness and lack of resources in their tribal areas.

This program promotes effective emergency response through:

  1. Tailored Learning: Participants can craft personalized learning paths, diving into specialized areas such as disaster response, mitigation, and community resilience.
  2. Collaborative Growth: The program encourages emergency management professionals to engage in a shared learning experience. This collaborative approach enables individuals to grow together, leveraging their collective expertise to address evolving challenges in the field.
  3. Future-Oriented Training: Going beyond immediate learning by laying the groundwork for future training initiatives, this program serves as a strategic platform to identify emerging trends, technologies, and methodologies that will shape emergency management, ensuring professionals stay ahead of the curve.
  4. Field-Based Lessons: Culminating in field-based lessons, the program emphasizes practical application of knowledge gained. This hands-on approach equips professionals to navigate real-world scenarios effectively, translating theoretical insights into actionable strategies in emergency management.
  5. National Focal Point: With a national focal point, the program facilitates a cohesive and nationally coordinated approach to emergency management. This ensures that the lessons learned and expertise developed by participants contribute to a unified response framework across the nation.
